A strategic European location for high-value, resource-efficient and locally integrated digital infrastructure

As artificial intelligence accelerates worldwide, access to computing power has become a strategic issue for businesses, researchers and governments. The rapid growth of AI workloads is driving demand for data centers, high-performance computing facilities and infrastructure capable of supporting large-scale computing needs. Already Europe’s leading economic region and one of its largest digital hubs, Paris Region is responding with a clear ambition: to remain a leading destination for digital infrastructure investment while promoting a sustainable, resource-efficient and innovation-driven model.

A Leading European Hub for Digital Infrastructure

Paris Region has long been at the heart of France’s digital infrastructure ecosystem. According to the Observatoire des Data Centers en Île-de-France, published by Institut Paris Region in June 2026, the region hosts 213 data centers across 139 sites. Of these facilities, 159 are already operational. The observatory also identifies 21 centers under construction, 8 programmed, 19 under review and 14 at the study stage.

This concentration reflects the strength of the region’s innovation clusters, its dense economic base and its attractiveness for digital businesses. Paris Region accounts for approximately one-third of France’s data centers and hosts most of the country’s largest facilities.

The ecosystem brings together major international operators, including US-headquartered Equinix, Digital Realty and CyrusOne, Japan’s NTT Global Data Centers, and UK-origin Colt, alongside French cloud and infrastructure champions OVHcloud and Scaleway. Together, these established players demonstrate the depth and international reach of the regional market.

Why AI Is Creating a New Infrastructure Race

Artificial intelligence is reshaping digital infrastructure requirements. Advanced AI workloads rely on access to high-density computing, specialised hardware, resilient infrastructure and appropriate cooling systems.

As a result, competition between regions increasingly concerns their ability to host strategic computing capacity, support research and innovation, and provide reliable access to digital infrastructure.

Paris Region is strongly positioned in this landscape thanks to the concentration of AI companies, research institutions, engineering expertise and computing-intensive industries located in the region.

The Eclairion platform in Bruyères-le-Châtel illustrates this momentum. Supported by Région Île-de-France with €3 million, the project provides infrastructure for intensive computing applications. The regional strategy also highlights the installation of Mistral AI’s supercomputer at the site.

A New Regional Strategy for Sustainable Growth

In June 2026, Région Île-de-France adopted a dedicated strategy for data center development. Its objective is to consolidate the region’s role in French and European digital sovereignty while ensuring high standards of environmental performance and quality of life.

Supporting Digital Sovereignty and AI Development

Paris Region intends to facilitate strategic computing infrastructure serving artificial intelligence, research and digital services. Projects that strengthen access to computing capacity for companies, startups and researchers are central to this ambition.

Promoting Environmental Excellence

The regional framework calls for high standards in energy performance, water consumption, pollutant emissions and waste-heat recovery. It encourages developers to integrate resource efficiency and environmental performance from the earliest stages of their projects.

Preserving Strategic Land Resources

The strategy is aligned with the SDRIF-E, the regional master plan that sets the framework for land use and major infrastructure through 2040. It promotes the redevelopment of brownfield sites and existing economic areas, while preserving land needed for other strategic activities.

Delivering Local Value

New projects are expected to generate benefits beyond hosting capacity, including economic activity, innovation partnerships, skills development, employment and stronger links with the regional ecosystem.

What Paris Region Is Looking For

The new framework sends a clear message to international investors. Paris Region remains open to data center and AI infrastructure projects, with a preference for developments that:

  • Support AI research, innovation and industrial competitiveness;
  • Demonstrate strong energy, water and environmental performance;
  • Use land efficiently and align with regional planning priorities;
  • Generate measurable value for local businesses, skills and employment;
  • Strengthen French and European digital sovereignty.

For investors, this provides a clearer long-term framework. Paris Region is positioning itself not simply as a destination for additional capacity, but as a location for high-value, strategically relevant and sustainable computing infrastructure.

Building the Next Generation of AI Infrastructure

The development of generative AI, scientific computing, digital twins and advanced simulation is creating demand for a new generation of infrastructure. Paris Region combines a mature data center market, a substantial pipeline of projects, a leading AI and research ecosystem, and a regional strategy designed to align infrastructure growth with environmental and territorial priorities.

Whether developing data centers, AI factories, sovereign cloud platforms or high-performance computing facilities, investors can access an ecosystem in which infrastructure, innovation and public policy increasingly work together.

Meet the Industry at Data Centre World Paris 2026
